What to know about Anne Arundel County government

County Executive Steuart Pittman
oversees Anne Arundel County, which
operates on a $2.3 billion budget.
Pittman, a Democrat, is balanced by
the legislative branch, a seven-member
County Council, which includes four
Democrats and three Republicans.
The council meets twice a month in
Annapolis, the seat of county and state
government. Meetings can be viewed
online.
This year, County Council members are
paid about $43,000, with the exception
of the chair, who makes about $48,000,
and the vice-chair who makes $44,000
— amounts that were set by the previous
council. Some of the council members
also work jobs in the private sector.
The county executive, who was first
elected in 2018 and reelected in 2022, was
paid $142,000 in fiscal 2024. His office
handles executive leadership, including
proposing a budget to the council, and
drafting legislation to be introduced to
the council by way of the council chair.
While four of the council members
were first elected in 2018 and reelected
in 2022, the other three, Pete Smith,
a Severn Democrat, Julie Hummer, a
Laurel Democrat and Shannon Leadbetter, a Crofton Republican, were elected
in 2022.
Anne Arundel County is home to about
590,000 residents and includes 533 miles
of coastline. The jurisdiction has its own
police department, fire department and
public education system.

COUNCIL MEETINGS
County Council meetings are held at 7
p.m. on the first and third Monday of every
month at the Arundel Center, the county’s
administrative headquarters, in Annapolis. All meetings are open to the public and
anyone with a phone or a computer can
listen live through local broadcasting or
online streaming. Any person can testify
on legislation, or any topic not appearing
on the agenda, by going before the council
or submitting written testimony that is
posted online before each meeting.
Video recordings of the meetings are
then put online in the following days.

Handles all constituent concerns by
region.
Office of Law: 410-222-7888. Performs
legal, advisory, documentary and drafting
services, and issues opinions on county
law.
Department of Public Works: 410-2227500. Oversees the county water and
sewer systems, trash removal, street
repair and snow removal.
Police Department: 410-222-8050. The
department is split into four districts.
Dial 911 for emergencies.
Fire Department: 410-222-8300. Fights
fires and provides emergency aid and life
support. Also inspects businesses and
residential buildings for fire code violations and conducts educational programs
on fire prevention and safety. Dial 911 for
emergencies.
Department of Health: 410-2227095. Monitors public health concerns
throughout the county. Provides health
services and resources to county residents. Also shares information on
environmental health and recreational
waterway closures.
Office of Planning and Zoning: 410-2227450. Issues zoning permits and handles
applications for development or redevelopment in the county. Handles comprehensive planning, enforces zoning laws
and oversees historic preservation.
Inspections and Permits: 410-2227790. Handles building, grading and trade
permits, subdivision applications for both
commercial and residential projects.

Handles all applications for employment,
employee benefits and pensions and
labor negotiations.
Department of Recreation and Parks:
